When it goes to 'Diagnosing your PC, if you let that go along and fail, do you not then get the Advanced Options push to get into the Windows Recovery Environs?
If not, you will need Windows 10 Installation Media and kicking from that. Then instead of Installing Windows, cull 'Repair this Computer'
That will give you the opportunity to use the options listed above . . .
If you do not have Windows Installation Media, y'all volition need an empty 8GB flash drive and access to a working PC to create that:

to download the Media Creation Tool (Click on Download Tool Now), with that you lot can download the latest Windows ten ISO (Select Create Installation Media for Some other PC), you can create a bootable USB flash drive (min 8GB) using that tool

Select Startup repair, let it finish the job and see if the computer can boot afterward.
If that doesn't help, consider doing a clean install after rescuing your files.

having the aforementioned problem with my Dell Inspiron One, running windows 10. Information technology keeps rebooting over and over. tried your suggestion but it will not let me go into advanced repair. tried affect screen, keyboard, mouse, arrows button, tab key and nothing works. running dell diagnostics on it now. simply I don't recollect it will assist any suggestions of how I can go information technology to piece of work????
